Design-Build to Budget (DB2B) Tactical Unmanned Aerial Vehicle (TUAV) Hangar

The Department of Defense, through the US Army Corps of Engineers Los Angeles District, is soliciting a Firm-Fixed Price Design-Build to Budget (DB2B) contract for the construction of a Tactical Unmanned Aerial Vehicle (TUAV) Hangar at Ft. Huachuca, Arizona. The project involves the construction of a new addition and the alteration of an existing hangar to support Group 3 Unmanned Aircraft Systems. The scope includes an aircraft storage hangar, covered refueling and fuel storage areas, aircraft monitor buildings and canopies, and the installation of fire suppression and utility monitoring systems. Facilities must be designed for a minimum 40-year life in compliance with UFC 1-200-02 and DoD Minimum Antiterrorism for Buildings standards. The target budget ceiling is estimated at 8 million dollars, with a performance period running from July 1, 2027, to April 2, 2029. This acquisition is a 100 percent Small Business Set-Aside under NAICS 236220, and proposals from non-small business concerns will be rejected. Award is contingent upon the availability of appropriated funds and requires CMMC Level 1 (Self) certification. The procurement follows a two-phase selection process per FAR Part 36, beginning with a Request for Qualifications (Phase I) to evaluate performance capabilities. Selected offerors will proceed to Phase II, which involves three proprietary one-on-one meetings to refine technical solutions and design concepts. The government will utilize a tradeoff source selection approach, weighing non-cost factors approximately equal to cost or price. Contractors must maintain active registration in SAM.gov, provide proof of bonding capacity of 8 million dollars or more, and adhere to the Davis-Bacon Act and EM 385-1-1 safety requirements.
