REQUEST FOR PROPOSALSThis Request For Proposals is for a design and construction services on a design-build basis for the design and construction of a covered sports box for community and recreational use at Unwin Park (the “Project”) in the City of Surrey (the “Owner”) as more particularly described in Schedule A (the “Owner’s Statement of Requirements”).The Project scope consists of two main components: (1) designs for Unwin Park Multi-Sports Facility Pre-Design (complete detailed design to apply for permitting); and (2) construction of the covered sports box.Purpose of the RFPThe purpose of this RFP is to invite proponents (each a “Proponent”) to prepare and submit a competitive proposal (each a “Proposal”) to provide the services as part of a design build delivery method for the Project pursuant to a design-build construction contract to be entered into by the successful Proponent and the Owner (subject to budget availability and Surrey City Council approval) generally in the form of a CCDC 14 Design-Build standard form contract as amended by the Owner’s draft Supplementary General Conditions set out in Attachment 1 to this RFP (the “Design-Build Construction Contract”). The Design-Build Construction Contract will incorporate the agreed to outcomes from the services performed by the successful Proponent.INFORMATION MEETINGAn information meeting will be hosted by the City Representative to discuss the City’s requirements under this RFP (the “Information Meeting”). While attendance is at the discretion of Proponents, Proponents who do not attend will be deemed to have attended the Information Meeting and to have received all of the information given at the Information Meeting. At the time of issuance of this RFP a meeting has been scheduled as follows: When: Wednesday January 14, 2026Where: 13313 68 Ave, Surrey. We will meet at the northeast corner of the parking lot near the water playground.Time: 11:00amIt is possible that some questions raised, and information provided during the Information Meeting may be the only source of critical information essential to prepare and submit a successful Proposal. Proponents are responsible to ensure they are fully informed and have a clear understanding of the requirements.Note: No minutes of the Information Meeting will be providedThe Proponents are responsible for any fees incurred as a result of the Information Meeting.ADDENDAIf the Owner determines that an amendment is required to this RFP, the Owner Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the Owner Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.All inquiries related to this RFP should be directed in writing to purchasing@surrey.ca.
