DESIGN COMPOUND WAREHOUSE AND RECICLYING CENTER STRUCTURAL UPGRADE

The U.S. Embassy Bogota is soliciting professional engineering services for a comprehensive structural assessment and safety coordination review of the Compound Warehouse and Recycling Center in Bogota, Colombia. The primary objective is to validate the structural integrity, load-bearing capacity, and seismic compliance of the facility to transition it from a temporary to a permanent mission asset. A key component of the scope includes evaluating the roof structure to determine the feasibility and optimal placement of permanent fall-protection anchorage points, as well as providing architectural and structural designs for enclosure gates and fences. The contract is a firm fixed-price award intended for the lowest priced technically acceptable offeror. The selected contractor must begin performance within 10 calendar days of the award and complete all work within 150 calendar days. Evaluation will be based on specialized experience in structural and seismic assessments, the qualifications of key personnel—including a Project Manager, Structural Engineer, and Safety Specialist—and the proposed technical approach. Deliverables must be submitted in English using the metric system in both PDF and native editable formats. Contractors are required to maintain a rigorous quality assurance and control plan, with design submittals required at 35, 60, and 100 percent completion. Invoicing is managed through the embassy's electronic portal, and payment for subsequent deliverables is contingent upon the government's acceptance of previous items. Offerors must provide evidence of a business presence in Colombia or a plan to establish one within 30 days of the award. Compliance with various Federal Acquisition Regulations, including the NDAA Section 889 regarding telecommunications equipment and the Defense Base Act for workers' compensation, is mandatory.
