Design Consulting Services - Whitehorse General Hospital Project Early Works

Infrastructure BC Inc., on behalf of the Province of British Columbia, is soliciting proposals for design consulting services for the Early Works phase of the Whitehorse General Hospital Expansion Project. The scope of work primarily involves the relocation of a 350mm ductile iron watermain owned by the City of Whitehorse and the expansion and reconfiguration of the south parking lot to increase capacity from 68 to at least 165 stalls, including necessary modifications to Hospital Road. The project is divided into two phases: Phase 1 focuses on IFT level design development from November 2026 to March 31, 2027, while Phase 2 is an optional phase covering procurement, construction administration, and post-construction services. Proposals are due by 14:00 Pacific Time on October 23, 2026, and must be submitted in PDF format. Evaluation is based on a pass/fail insurance requirement followed by a scored assessment of the proponent's team organization, experience, leadership capability, and a fixed-fee proposal. The successful consultant will be responsible for providing instruments of service, conducting general reviews, and determining substantial performance of the work in accordance with CCDC 2 standards. Payment terms are set at 30 days from the receipt of a written statement of account, with all financial transactions conducted in Canadian dollars.
