Design Phase Professional Services Prequalification

The City of Lubbock is seeking prequalified professional firms through RFQ 26-19912-TF to provide stormwater analysis modeling, design, and construction phase services. The scope of work is divided into three primary functional areas: watershed boundary and drainage studies to identify and prioritize stormwater issues, the design and construction of stormwater system improvements, and the restoration of playa and canyon lakes to mitigate sedimentation and development impacts. Key deliverables include master drainage plans, FEMA mapping, Community Rating System studies, and the implementation of stormwater quality BMPs and regional detention facilities. All hydraulic and hydrologic modeling must be performed using Stormwise (ICPR) software. The selection process follows a two-step method based on demonstrated competence and qualifications in accordance with Chapter 2254 of the Government Code. The City will evaluate written qualifications to shortlist up to five firms, with final selection potentially involving interviews. This is a prequalification solicitation where funding is allocated on a per-project basis; consequently, respondents are strictly prohibited from including any fee statements or cost proposals in their submittals. Submissions are limited to a 35-page main response and a 10-page appendix. Contractual requirements include adherence to Texas Government Code regarding the non-boycott of energy companies, non-discrimination against firearm entities, and the prohibition of boycotting Israel for companies with 10 or more employees and contracts exceeding $100,000. All payments are subject to annual city appropriation, and the City reserves the right to audit contractor records. Additionally, a strict anti-lobbying provision prohibits proposers from discussing their submissions with the Lubbock City Council or city staff outside of the Purchasing Department during the evaluation period.
