This Request for Proposal is issued by James City Service Authority (the “JCSA”) to obtain proposals forprofessional engineering services to assist JCSA with the design, permitting, and bidding phases for the replacementof approximately 3,200 feet of sanitary sewer pipes along Church Lane, School Lane and Chesapeake Avenue inJames City County, Virginia, 23168. The JCSA shall utilize a Qualifications Based Selection process per the BrooksAct, 40 U.S.C. Section 1101-1104, to select a firm with which to negotiate a firm, fixed-price contract for theseservices. The successful firm will demonstrate proven management skills and technical competence in the designof wastewater infrastructure projects of similar design and function. The project will be funded in whole or part using theEPA Community Grants funding.
