AI Contract Overview
The National Institutes of Health (NIH) Office of the Director, through its Office of Logistics and Operations, plans to award a contract without full and open competition to Thorlabs, Inc. for the procurement of a Desktop Optical Coherence Tomography (OCT) system. This instrument is designed for non-invasive, three-dimensional imaging of biological tissues and extends the capabilities of OCT beyond traditional eye clinics and vision research labs to include applications such as cell and tissue cultures, organoids, and small live animals. The acquisition falls under NAICS code 333310 and is being conducted using simplified acquisition procedures with a value not expected to exceed $350,000. This is a pre-solicitation notice issued as a non-competitive intent announcement, allowing interested parties to express their capabilities and interest by submitting technical and cost proposals, along with required registration and certification information, by May 29, 2026. While the NIH intends to award this contract directly to Thorlabs, the agency will consider any submitted capability statements or proposals before finalizing the procurement. The contract will include all appropriate Federal Acquisition Regulation clauses in effect as of March 2026, and all responses must be electronically submitted to the contracting officer, James Law. The purpose of this procurement is to enhance the intramural research capacities of the National Eye Institute Visual Function Core by acquiring this advanced imaging technology.

GENERAL INFORMATION
- Title: Desktop OCT (Optical Coherence Tomography) for non-invasive imaging of biological tissues
- Background Information: OCT (Optical Coherence Tomography) imaging provides non-invasive approach for 3D optical section to exam structure and integrity of live biological tissues. While this approach is widely used in eye clinics and vision research labs for study structure and function of the eye, Thorlabs recently developed a desktop version to image other biological samples, including cell and tissue cultures, organoids, and small live animals. National Eye Institute Visual Function Core is seeking to purchase this instrument to expand research capacities for intramural research communities.
