AI Contract Overview
The National Institutes of Health, specifically the Office of Logistics and Operations within the Office of Acquisition and Logistics Management, intends to award a non-competitive contract to Thorlabs, Inc. for a desktop Optical Coherence Tomography (OCT) system designed for non-invasive imaging of biological tissues such as cell cultures, organoids, and small live animals. This procurement is classified under NAICS code 333310 with a size standard of $1000 million and will be conducted under the Federal Acquisition Regulation’s Simplified Acquisition Procedures, not exceeding the $350,000 threshold, thereby exempting it from full and open competition requirements. The instrument is intended for use by the National Eye Institute’s Visual Function Core to support intramural research activities, leveraging Thorlabs’ recently developed desktop OCT platform that extends beyond traditional ophthalmic applications. Responses to this presolicitation notice are not required but are invited from any responsible source to provide technical and cost proposals, proof of business size certification, Unique Entity ID, Taxpayer Identification Number, and active System for Award Management registration, all to be submitted by May 29, 2026, at 9:00 AM Eastern Time to the designated contracting officer. While the government has indicated intent to proceed without competition, the receipt of alternative offers may influence the final decision to either maintain the non-competitive path or reopen the procurement for competition. All submissions must reference solicitation number 75N98026Q00410 and are to be sent electronically; fax responses are not accepted. The place of performance is specified as Newton, New Jersey, where Thorlabs is headquartered, and the contracting office is located in Bethesda, Maryland.
