Fire Flow Testing Services
Solicitation # 121589
The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed responses for solicitation number 121589 to establish a Fire Flow Testing Services program. The contractor will be responsible for the planning, locating, inspection, and testing of fire hydrants and associated water distribution components across various pressure zones in Maryland to evaluate hydraulic performance. Key technical tasks include measuring static pressure, residual pressure, and flow rates, as well as performing traffic setup and maintenance for residential, county, and state roads. The project involves a base quantity of 1,500 fire flow tests, 3,000 hydrant inspections, and 3,000 valve inspections, with pricing options for three additional years. To be considered, bidders must possess at least five years of experience as a prime contractor and provide at least two crews, each led by a professional with three years of expertise. Crucially, at least one crew member must hold a current Maryland Water Distribution System Operator D-1 license. Bidders must also provide a comprehensive equipment list and adhere to AWWA and MDE standards, including specific requirements for chlorinated water discharge. The contract will be awarded to the lowest responsive and responsible bidder who meets all minimum qualifications. Submissions are due by November 30, 2026, via the WSSC eProcurement Portal. Contract administration includes strict quality assurance requirements, requiring the implementation of a QA/QC plan and immediate reporting of residual pressures falling below 20 psi. Contractors must maintain significant insurance coverages, including Commercial General Liability, Pollution Liability, and Errors and Omissions, each with limits up to 2,000,000 dollars. Payment is processed via ACH or procurement credit card within 30 days of acceptance. AI Contract Overview

The National Cancer Institute intends to award a sole source, firm fixed price contract to the University of California, Berkeley, for the detection of protein adduct biomarkers. This project aims to strengthen epidemiological studies on lung cancer by utilizing adductomics to estimate internal doses of exogenous and endogenous carcinogens in serum and urine samples. The University of California, Berkeley, was selected due to its unique expertise in exposure biology and its development of specialized methods for measuring protein adducts and PAH compounds. The contract falls under NAICS code 541380 with a performance period of twelve months from the date of award. While the NCI plans to proceed with a sole source procurement, interested parties were invited to submit written statements of capabilities by August 16, 2012. All correspondence regarding solicitation NCI-120151-EB is managed through the NCI Office of Acquisitions.

Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI) plans to procure on a sole source basis with the University of California, Berkeley, Berkeley, CA 94720 to detect protein adduct biomarkers. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541380 and the business size standard is $12M. Period of performance is for twelve months from time of award. It has been determined that there is no opportunity to acquire green products or services under this contract. Exposures to carcinogens arise from many exogenous sources and pathways, therefore, it is necessary to strengthen epidemiological studies by applying relevant biomarkers that can estimate internal doses of carcinogens. To understand environmental causes of lung cancer, unbiased methods are needed to characterize the human exposome, which represents all toxicants to which people are exposed from both exogenous and endogenous sources. Because of their greater abundance and residence times in human blood, adducts of hemoglobin (Hb) and human serum albumin (HSA) are preferable to those of DNA and glutathione for characterizing adductomes (An - adductome' is defined as the totality of such adducts with a given nucleophilic target.) Technologic developments with liquid chromatography/tandem MS (LC-MS/MS) now allow ultrasensitive measurements of protein adducts; these are excellent relatively long-term biomarkers of exposure and internal dose for carcinogens. The NCI conducted an exposure assessment study in Xuanwei and Fuyuan counties and is conducting a nested case-control study of lung cancer in the Shanghai Women Health Study, in which subjects were exposed to a wide range of environmental exposures. The NCI will analyze the PAH in the urine samples and apply adductomics to estimate internal doses of a wide range of exogenous and endogenous compounds that may be associated with risk of lung cancer in serum samples. The Center for Exposure Biology in University of California, Berkeley has several projects that are developing highly sensitive and accurate biomarkers using protein adducts and other biological response indicator of external environmental stress. The University of California at Berkeley is a pioneer in the emerging field of - Exposure Biology'. This research has led to the concept of the protein adductome, representing signatures of people's exposures to toxic chemicals. CU has developed a unique method to measure a wide range of protein adducts formed from both exogenous and endogenous sources that need to be measured under this procurement. CU has also developed a unique method (SPME-GCMS) for the analysis of large numbers of PAH compounds in a single urine sample. University of California, Berkeley is knowledgeable about all aspects required for the completion of this contract and has unique knowledge and experience that is necessary to carry out the terms of this procurement. There is no other contractor able to provide this service. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 16, 2012. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. All questions must be in writing and can be faxed +1 (555) 000-0000 or emailed to Erin Breedlove, Contract Specialist at contact@example.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov. No collect calls will be accepted. Please reference solicitation number NCI-120151-EB on all correspondence.
