Development Consulting Services - Tumbler Ridge Secondary School Replacement

The Ministry of Infrastructure for the Province of British Columbia is seeking development consulting services for the replacement of Tumbler Ridge Secondary School in Tumbler Ridge, BC. The selected consultant will be responsible for engagement and technical due diligence on a specific parcel of land, including the creation of a viable development plan, implementation strategy, and Class C cost estimates due by November 2026. Key deliverables include site surveys covering topography and environmental features, a communication plan for stakeholder engagement, and a technical analysis of municipal services and utilities. All work must align with a trauma-informed design approach and adhere to local regulatory documents such as the Official Community Plan and Zoning Bylaws. Proposals must be submitted in English via BC Bid by October 19, 2026, using the mandatory Appendix B Proposal Response Form. An optional site visit is scheduled for October 7, 2026. The Province will award the contract to the highest-ranking proponent who meets all mandatory criteria, with tie-breakers decided by key personnel experience and price. Key personnel must hold professional certifications such as RPP, P.Eng., RAIC, or AIBC and demonstrate experience on at least two completed projects with budgets of 50 million dollars or more within the last ten years. Notably, Addendum 1 specifies that submissions from U.S. suppliers will be disregarded. The contract will be based on a Technology and Management Consulting Professional Services Agreement and requires a fixed fee for services, including a 20,000 dollar disbursements cash allowance. All consultant team members must obtain security clearances at their own expense.
