Development of Collaborative Research Facilities or Research-Resource Facilities (C06 Clinical Trial Not Allowed)

The National Institutes of Health (NIH) issued Notice of Funding Opportunity PAR-26-106 to solicit grant applications for the development or modernization of shared-use research and research-supporting facilities. The program is divided into two tracks: the Biomedical Research Facilities (BRF) program, which supports a broad range of basic, translational, clinical, or behavioral science research with funding between 2 million and 8 million dollars, and the HIV/AIDS Research Facilities (HRF) program, which focuses on resources aligned with the Office of AIDS Research priorities with funding between 2 million and 4 million dollars. The initiative encourages applications from all geographic regions, including Institutions of Emerging Excellence, to strengthen national research capacity. Applicants must provide comprehensive technical documentation, including line drawings, MEP specifications, and a legal opinion regarding the performance site. Awardees are required to ensure the facility is used for its intended biomedical research purpose for at least 10 years from the date of beneficial occupancy, with a corresponding minimum lease duration and a 20-year annual certification requirement. Evaluation is conducted via a two-level NIH peer review process focusing on scientific merit, organizational coordination, and the technical functionality of the proposed design. Eligible organizations must maintain active registrations in the System for Award Management (SAM) and eRA Commons, and all proposed infrastructure must adhere to federal and industry engineering standards and NIST cybersecurity frameworks.
