This contract will develop the State Health Practice Database for Research (SHPDR), an integrated database populated with state policy level information from different public and private organizations, including legal, financial, public health perspectives, etc., for health practice relevant economics research. Currently no database exists which can be easily used by academic researchers for this purpose. This is an R&D requirement which is not amenable to a fixed price contract. The State Health Practice Database for Research is a unique project. A cost reimbursement type contract is appropriate for this acquisition because there is an absence of specifications or other directly comparable projects which make estimating costs more difficult. Sufficient safeguards will be included in the contract to ensure that costs are allowable, allocable, fair, and reasonable.
