This is a Pre-Solicitation Notice. This is not a request for technical or cost proposals. No solicitation is available at this time and requests for solicitation packages will not receive a response. No response to this Notice is required. The National Eye Institute (NEI), National Institutes of Health (NIH), has a requirement for the development, statistical design, monitoring and coordination of vision clinical trials and epidemiology research. This requirement shall include: 1) protocol navigation; 2) development of manuals of procedure, study forms and procedures; 3) data collection, storage, management and maintenance; 4) study execution and logistics; 5) study monitoring and communications; 6) data analysis; 7) data reporting; 8) management and quality control; 9) reporting requirements/deliverables; and 10) preclinical testing. This requirement also includes other types of support. The draft Statement of Work is posted herein. A Sources Sought Notice was posted on beta.SAM.gov on 10Dec2020. A five-year cost reimbursement type contract is anticipated with an award made on or about 01Nov2021. The anticipated period of performance is 01Nov2021 through 31Oct2022. The anticipated contract will comprise one (1), one-year base period and four (4), one-year option periods each of which may be exercised unilaterally by the Government for a potential total period of performance of 60 months (01Nov2021 through 31Oct2026). The solicitation will be issued on or about 30Apr2021 in an electronic format only, on this web site (https://www.beta.SAM.gov). Offerors are responsible for routinely checking this web site for any amendments to the solicitation. No individual notification of amendments will be provided. Proposals will be due seventy five (75) days after the date of the issuance of the solicitation. All responsible sources may submit a proposal which shall be considered. This will be a full and open competition. The intended procurement will be classified under NAICS 541715, Size Standard 1,000. No collect telephone calls will be accepted.
