The Defense Finance and Accounting Service (DFAS) is conducting market research through a Request for Information (RFI) to identify qualified vendors capable of modernizing its General Accounting & Finance System - Modernization (GAFS-M). Vendors are requested to provide non-binding Rough Order of Magnitude (ROM) estimates and demonstrate their ability to refactor and migrate the existing Unisys mainframe COBOL 74 system to a modern technology stack such as Java, Python, or HTML within a Defense Information System Agency (DISA) or IL-7 DoW accredited cloud environment. The system must maintain or exceed the original system’s accuracy in transaction processing, summation, and account balancing, deliver user response times of no more than 2 seconds for screens and 5 seconds end-to-end, achieve 99.5% annual uptime, and process large batch files within five minutes. All deliverables must be Section 508 compliant, support role-based access controls, handle classified IL-7 transactions, and be fully turned over to the government for sustainment. The work must be developed in an on-premise or IL-5 environment and subjected to STIG compliance scanning using HP Fortify or similar tools with zero CAT I or II vulnerabilities. Internal controls must align with the Risk Management Framework (RMF) and Federal Information System Controls Audit Manual (FISCAM), and personnel involved must hold at least a Security+ certification. The government strictly prohibits the use of any provided data, code, or artifacts to train or enhance any vendor AI, ML, or LLM systems.
