DFCM Construction - Invitational - Department of Natural Resources- Trust Lands Office Remodel- Project #27284500

The State of Utah’s Division of Facilities Construction and Management is soliciting sealed bids for a remodeled office space project at the DNR Trust Lands Office located at 2031 Industrial Park Rd, Richfield, UT 84701, known as the Richfield DNR Regional Complex. This is an invitational low-bid solicitation limited to three pre-approved contractors: PRT Builders, Rod Lewis Construction, and Tushar Contracting. The project involves converting two existing offices into three, with a construction cost estimate of $94,000, and work must be completed by December 4, 2026. Bids must be submitted electronically through the U3P website by August 11, 2026, at 3:00 PM MDT, and must include a bid bond in the amount of 5% of the bid value, issued on the AIA A310-2010 form or equivalent, by a surety authorized in Utah and listed in U.S. Treasury Circular 570. Failure to submit this bond or any other required documentation results in immediate disqualification. Contractors must also provide a completed DFCM Subcontractor List Form via email to dfcmcontracts@utah.gov by August 12, 2026, at 3:00 PM, and certify that no products supplied are produced with forced labor or by a restricted foreign entity under Utah Code 63G-6a-121, and that neither the contractor nor its principals—including project and site managers—are under consideration for debarment or suspension from government contracts. All work must comply with the approved plans, Hazmat Survey results—including testing for lead-based paint and asbestos—and the State of Utah High Performance Building Standard. The contractor and all subcontractors must hold valid licenses as required by Utah state law, and must promptly respond in writing to any DFCM inquiry regarding financial responsibility. Any alternative products must equal or exceed design specifications and require written approval from the Architect/Engineer prior to the final addendum deadline. Requests for clarification must be submitted through U3P no later than August 4, 2026, and all official interpretations will be issued solely through addenda posted on the same portal. The contract will be awarded to the lowest responsive and responsible bidder, with debarment up to three years possible for noncompliance with subcontractor listing, certification requirements, or financial responsibility obligations.
