THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is being issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Defense Health Agency (DHA) is not at this time seeking quotes or proposals and will not accept unsolicited proposals.
Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
If a solicitation is released, it may be synopsized on System for Award Management (SAM) website, set-aside 100% to an 8(a) Small Business. The North American Industrial Classification (NAICS) code for this acquisition is 811490 and Product Service Code (PSC) is 7810. It is the responsibility of the potential offerors to monitor both sites for additional information pertaining to this requirement. The results of this Market Research may contribute to determining the method of procurement.
Key components of the PWS are as follows:
- Background: Work shall consist of both equipment repair and quarterly (4 times per year) preventative maintenance as defined in this PWS except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.
- Objectives:
- Adjustment or removal of broken or damaged parts
- Repair all electrical components
- Replace worn parts, pulleys, cables, etc.
- Check and clean all parts to include removing equipment panels to dust, wipe or vacuum inside areas
- Sanitize all exterior surfaces
- Check all electrical components
- Check and ensure all movable parts are in proper working order
- Inspect and adjust belts where applicable
- Lubricate as necessary
- Adjust and set according to manufacturer’s specification
- Hours of operation: The Contractor is responsible for conducting business Monday through Friday (0800 – 1630) except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must always maintain an adequate workforce for the uninterrupted performance of tasks defined within this PWS when the Government facility is not closed for the above reasons.`
- Delivery Period/Period of Performance: The anticipated period of performance will be for: one 12-month Base period, with four (4), 12-month Option periods beginning in September 2026.

The DHA is seeking the following:
Companies/Vendors who possess the expertise, capabilities, and experience to meet the requirements of the Defense Health Agency (DHA) needs. Attachment 2 - Fitness Equipment of the Performance Work Statement (PWS) details the brand of the equipment and the types of equipment. Refer to the PWS for additional information.
If your organization has the potential capacity to perform these contract services, please provide the following information:
- Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant
subcontracting or teaming is anticipated to deliver technical capability, address the
administrative and management structure of such arrangements.

The Capability Statement shall provide administrative information, and shall include the following as a minimum:

- In order for the Government to assess the market capability of your company or organization as to one or more aspects of the DHA Fitness Center Equipment Maintenance, PWS, please provide the following company information:
