Solicitation HSBP1016R0004 is a total small business set-aside issued by U.S. Customs and Border Protection on behalf of the Department of Homeland Security to establish multiple indefinite delivery/indefinite quantity contracts for NIJ Level IIIA soft body armor. The procurement has an anticipated maximum value of 93,822,955 dollars with a period of performance of 84 months. The contract covers an estimated 122,700 units, including ballistic panels, concealable carriers, outer garment carriers in formal, standard, and tactical styles, and various accessories such as pouches and moisture-wicking undergarments. These items are available on an ala carte basis, allowing DHS components to create customized body armor packages. Technical requirements mandate compliance with NIJ 0101.06 standards, gender-specific sizing, and a seven-year manufacturer's warranty. Evaluation is based on a best value trade-off where non-price factors, specifically technical comfort, fit, and ballistic performance, are significantly more important than price. The selection process included a mandatory measurement meeting in El Paso, Texas, and the submission of sample armor sets for wear testing. Rigorous testing protocols include V05 and V50 ballistic limit performance, fragmentation testing, and special threat testing using 9mm, .40 S&W, and .357 SIG projectiles.
