The Naval Air Warfare Center Aircraft Division intends to enter into a non-competitive, firm-fixed-price contract with Hydraulic International Inc. for the procurement of forty Diesel Portable Hydraulic Power Supplies, part number 98612-100, for use with CV-22 Aircraft. This procurement includes revised logistics requirements to ensure the units meet EPA Tier 3 and other environmental standards. Additionally, the contract provides options for the purchase of five Electronic Portable Hydraulic Power Supplies and the acquisition of associated technical data and engineering drawings for both the diesel and electronic systems. This sole-source acquisition is being conducted under the authority of 10 USC 2304(c)(1) and FAR 6.302-1 because Hydraulic International Inc. is the original equipment manufacturer and holds proprietary rights to the necessary technical data. As the government does not currently possess the drawings or specifications required to allow for full and open competition, Hydraulic International Inc. is identified as the only entity with the experience and data necessary to produce these supplies. The inclusion of technical data in this contract is intended to enable competitive bidding for future requirements.
