This contract, solicitation number FLT0001-26, is a small business set-aside under NAICS code 336350 for diesel engine dyno testing and remanufacturing services, issued by Federal Prison Industries, Inc. (UNICOR) under the Department of Justice. The contract is structured as an indefinite delivery-indefinite quantity (IDIQ) with a one-year base period and one optional year, allowing for future requirements to be added if within scope and priced fairly. Offerors must provide fixed pricing for remanufactured CAT C12 engines and Allison HD 4070 transmissions, including shipping costs within each line item, and must adhere to strict technical specifications such as peak horsepower and torque targets, warranty requirements of at least one year, and painting engines CAT Yellow. Deliveries are F.O.B. destination to UNICOR in Glenville, West Virginia, with a desired lead time of 45 days per delivery order, and rejected components require a standard rebuild within 30 days followed by a passing dyno report within 10 days. A comprehensive set of required documentation—including Certificate of Conformance, packing slips, physical test results, and compliance forms—must accompany every shipment for acceptance and payment. The solicitation mandates strict adherence to federal regulations and special contractual requirements, including full SAM registration, submission of Standard Form 1449, ACH enrollment, and Credit Release Authorization. Offerors must comply with deviations of FAR clauses covering equal opportunity for veterans and workers with disabilities, service contract labor standards, combating human trafficking, and disclosure of payments influencing federal transactions. Privacy and cybersecurity obligations are extensive: all personnel must complete annual FISMA-compliant training, sign DOJ IT Rules of Behavior and Privacy Rules of Behavior, and sign NDAs if handling personally identifiable information (PII). No storage or inclusion of sensitive PII is permitted in invoices without written permission, and subcontractors must flow down all privacy and records management obligations. Proposals must be submitted by June 2, 2026, at 2:00 PM CST via email only to Aaron.Mitchell2@usdoj.gov, with no phone inquiries permitted, and all quotes must remain firm for 60 days. Technical and past performance factors, particularly quality, on-time delivery, and customer service, are significantly more important than price in evaluation, and the government reserves the right to request samples pre- and post-award. All submissions must include completed business management
