DIESEL FUEL

The Defense Logistics Agency awarded a fixed-price contract with economic price adjustments to PAR HAWAII REFINING LLC for the delivery of diesel fuel under delivery order SPE60526D1013, with an initial contract value of $5,178.58 for 1,100,000 gallons at $4.7078 per gallon. The contract spans from July 1, 2026, through June 30, 2029, with optional extensions through January 31, 2030, and permits a 25% increase in quantity under FAR 52.217-6. Deliveries are F.O.B. Destination to locations including MCAS KANEOHE BAY, with inspection and acceptance occurring at the point of delivery. The fuel must comply with ASTM D 975 for Grade 2-D S15 Ultra-Low Sulfur Diesel and other specified quality standards, including the addition of approved additives, and must be free of water, sediment, and suspended matter. Packaging and marking adhere to MIL-STD-290E for 55-gallon drums and MIL-STD-290 for other containers, with mandatory use of two-dimensional Data Matrix symbology for Unique Item Identifier (UII) labeling under ISO/IEC 16022 and compliance with MIL-STD-129 and MIL-STD-130. Hazardous materials labeling follows 29 CFR 1910.1200, and resaleable drums must be returned in original condition under reimbursement terms. Performance is evaluated under Lowest Price Technically Acceptable (LPTA) procedures, where technical acceptability—demonstrated through transportation agreements and quality certifications—is a mandatory pass/fail threshold, and award is made to the lowest-priced technically acceptable offer per line item. The contractor must comply with numerous FAR and DFARS clauses addressing cybersecurity, supply chain security, whistleblower protections, subcontracting, anti-kickback rules, and prohibitions on products from Kaspersky Lab, ByteDance, and other covered entities. Invoicing is strictly through WAWF, and the contractor must maintain federal registration in SAM, adhere to reporting requirements for executive compensation and service contracts, and meet all environmental regulations under the Clean Air Act.
