The Uniformed Services University of the Health Sciences (USUHS) plans to award a sole-source contract to the United States Pharmacopeial Convention (USP) under the authority of 10 U.S.C. 2113(g)(1)(A), which allows non-competitive contracts with nonprofit organizations for advancing military medicine. This contract will involve USP conducting evidence-based systematic reviews on three specific dietary ingredients or supplements as determined by the Center Alliance Advisory Panel. The reviews aim to provide comprehensive and scientifically rigorous assessments of the safety and efficacy of these dietary ingredients, relying on clinical evidence and expert evaluations drawn from primary literature and reputable secondary sources. The resulting reports will serve as a valuable resource for healthcare professionals and consumers by summarizing the relative risks and benefits of the supplements. An independent panel of volunteer experts assembled by USP will perform the evaluation and grading of the evidence. The contract is managed by Jeff Floyd, the Procurement Program Supervisor at USUHS, located in Bethesda, Maryland. This initiative supports informed decision-making regarding dietary supplements within the Department of Defense by leveraging the expertise and methodology of USP to fulfill cooperative endeavors between the university and the nonprofit organization.

The Uniformed Services University of the Health Sciences (USUHS), pursuant to the authority at 10 U.S.C. 2113(g)(1)(A), intends to solicit and award, on a non-competitive basis, a contract to the United States Pharmacopeial Convention. 10 U.S.C. 2113(g)(1)(A) authorizes the university to enter into personal and non-personal service contracts with non-profit organizations for the Advancement of Military Medicine as may be necessary to fulfill cooperative enterprises undertaken by such foundation and the University. USP will provide to DoD evidence-based systematic reviews of the available literature for three specified dietary ingredients/supplements. The Center Alliance Advisory Panel will decide what supplements will be reviewed and USUHS will communicate this information to USP. The evidence-based reviews are intended to provide useful information about the relative safety and efficacy of dietary ingredients/combinations of ingredients to both health care professionals and consumers. The information presented will be based on available clinical evidence and experience, coupled with evaluation of reports from multiple resources (detailed below) by a dedicated USP Expert Panel consisting of independent volunteer experts. Literature from the primary sources will be used in the review process. Articles from the secondary or tertiary literature may be referenced, particularly if they represent peer-reviewed information or the recommendations of respected authors or organizations. The overall assessment of the dietary ingredients/combination of ingredients will be based on the strength of evidence. The contract administrator for this award is Mr. Jeff Floyd, contact@example.gov. ?
