This contract is aimed at enhancing pilot and air traffic control efficiency by acquiring a system that provides complete Aircraft Communications Addressing and Reporting System (ACARS) end-to-end capability connected through the Air Force Mobility Command Tactical Airlift Control Center. ARINC Engineering Services, LLC, located in Annapolis, MD, is identified as the sole manufacturer and distributor of the required D-ATIS Tower System. Contractors are required to be registered in the Central Contractor Registration (CCR), Wide Area Work Flow (WAWF), and Online Representations and Certifications Application (ORCA). Although this notice is not a request for competitive proposals, responsible sources may submit capability statements or proposals for consideration. Responses must be received by September 28, 2009, 1:00 PM EST, directed to the assigned Contract Specialists, with questions being addressed to SSgt William Cohen or Mrs. Jacqueline Brown. This procurement underscores the unique capability of ARINC’s system to meet critical communications needs within the Department of Defense’s air traffic operations.
