Full Description
This is a sources sought notice in accordance with Federal Acquisition Regulation (FAR) Part 10 and Department of Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information (DFARS PGI) 206.103-170(d).
The Technology Application Program Office (TAPO) is conducting market research in support of the requirement described in this announcement. The objective of this market research is to identify potential sources and if there are small business sources capable of performing the requirement.
The Government will use the information received for acquisition planning purposes and to determine if the Government’s planned acquisition strategy for procuring aircraft Digital Inter-Communications System (DICS) on a noncompetitive basis from TTM Technologies Inc. (Telephonics Corp) is valid or to conduct a full and open competition.
This notice shall not be construed as an RFQ or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so quotes will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence the Government’s acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
Requirement: The Technology Application Contracting Office (TAKO) is interested in identifying potential vendors who have the necessary capabilities to provide non-recurring engineering services for communications plan adjustments, Voice Audio Warnings (VAWS) changes, Central Aural Warning System (CAWS) changes and pre-planned product improvements as well as addressing hardware obsolescence issues for the DICS installed on all Army Special Operations Aircraft (A/MH-6, MH-60, MH-47). The Government currently has Telephonics Corp produced DICS in the aircraft.
NAICS Code: The Agency has tentatively assigned North American Industry Classification System (NAICS) Code 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing to the requirement but interested sources can recommend other NAICS Codes for agency consideration. Small Business Size Standard: 1350 PSC: R425 – Engineering and Technical Services.
Submission Instructions: Responses via email are due 16 June 2026 by 1700 EST to Mrs. Teresa A. McCall, teresa.a.mccall.civ@socom.mil and Mrs. Petrina V. Stack, petrina.v.stack.civ@socom.mil and must include the information requested below. Late responses will not be accepted. This is strictly market research, and the Government will not entertain any questions at this time.
Qualified sources shall submit a statement of interest on sources letterhead demonstrating the source’s qualifications to perform the defined work. The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, specifications, or software documentation necessary to permit full and open competition.. Responses shall not exceed 10 pages in length and must be complete and sufficiently detailed to address this specific information. The documentation shall address, at a minimum, the following:

- Year the firm was established and number of employees;
