The Naval Information Warfare Systems Command (NAVWAR) plans to award a sole-source follow-on contract to General Dynamics Mission Systems (GDMS) for the procurement of Digital Modular Radio (DMR) hardware and engineering services. This contract will replace the previous contract N00039-18-D-0002 and extend through a five-year period from December 2022 to December 2027. The contract will include firm-fixed price line items for hardware, such as 4-channel DMRs, 2-channel variants, and associated High Frequency Distribution Amplifier Group components, as well as cost-plus fixed fee line items for engineering services. The government intends to purchase roughly 600 4-channel DMRs, 824 2-channel radios, or a combination therein over the period. The contract may also cover procurement of integrated VHF/UHF/UHF SATCOM amplifiers, combiners, and couplers that support varied operational modes of the DMR system. GDMS is the sole source for this acquisition due to its status as the original designer and sole manufacturer of the DMR system, possessing the unique technical expertise, access to design data, and software source code necessary to meet the government’s stringent technical, delivery, and interoperability requirements. This sole-source determination is authorized under specific federal statutes and regulations allowing for non-competitive procurement when only one responsible source can fulfill the agency’s needs. While this notice does not solicit competitive proposals, interested parties may submit capability statements within 15 calendar days to the designated contract specialist. The procurement falls under NAICS code 334220 and FSC code 5825, relevant to radio and wireless communication equipment manufacturing and navigation equipment.

Next Generation Tactical Radio (NGTR)
Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) for U.S. Navy and Marine Corps aircraft. The NGTR is intended as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. Key technical requirements include support for voice and data waveforms in the VHF and UHF bands with operational capabilities up to 6 GHz, including SINCGARS, MUOS, and Integrated Waveform SATCOM. The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled design, and a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards. Additionally, the system must adhere to Zero Trust security architecture, Risk Management Framework (RMF) controls, and maintain a minimum MTBF of 7500 hours. The acquisition timeline anticipates an Industry Day in the first quarter of FY27, with a final RFP release in the fourth quarter of FY27 and a contract award in the second quarter of FY28, targeting fleet delivery by mid-2034. Eligible firms under NAICS code 334220 must demonstrate expertise in secure military SDRs, agile and modular development, Model-Based Systems Engineering (MBSE), and proactive obsolescence management. Performance will be measured against rigorous military standards, including MIL-STD-461G for EMI and MIL-STD-704D/E for power. This current effort is a Request for Information (RFI) to gather industry feedback on technical feasibility, timeline realism, and risk mitigation prior to the formal solicitation process.

MIDS WDL SF3 Radio
Solicitation # N0003927R0003
Solicitation N0003927R0003, issued by the Naval Information Warfare Systems Command, seeks a contractor for the design, development, and qualification of the Multifunctional Information Distribution System (MIDS) Weapons Data Link (WDL) Small Form Factor (SFF) Weapons Attritable Radio Multi-Mode (SWARMM) Family 3 (SF3) radio. The project requires maturing a software-defined radio with Waveform-L and Waveform-S communications capabilities and embedded encryption, leveraging Open System Architecture (OCS 2.0) to align with the Open Mission Systems model. Key deliverables include the development of all necessary software, firmware, hardware, and digital models for Contractor First Article Qualification Testing, as well as the delivery of ten Proof of Development units and one hundred Proof of Manufacturing units. The total period of performance for design, development, and qualification is 15 months after receipt of order. The contract is a Firm Fixed Price award based on the Lowest Price Technically Acceptable (LPTA) selection process. Evaluation follows a two-step approach: first, a mandatory gate criteria check to ensure the offeror can provide NSA-certified radios within 15 months of award; second, a technical evaluation involving a radio demonstration at the contractor's facility and a review of the Integrated Master Schedule. Pricing is structured across several CLINs, including Non-recurring Engineering (NRE) development, Engineering Development Models, product baseline qualification, and EMI/NSA certification. Due to the sensitive nature of the technology, the contract requires a Top Secret facility security clearance and strict adherence to COMSEC and TEMPEST standards for Controlled Cryptographic Items. All proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Vendor Portal.
