DILI - Chief of Mission Residence Floor Tile Replacement

The U.S. Embassy Dili is seeking a qualified construction contractor for the removal and replacement of interior floor tiles and associated baseboards at the Chief of Mission Residence in Timor-Leste. This firm-fixed-price project excludes bathroom floor and wall tiles and requires the contractor to provide all labor, materials, tools, and an English-speaking supervisor. The scope includes demolition of 795 square meters, subfloor preparation of 741 square meters, tile installation of 741 square meters using Roman Granit XTRA, and the installation of 358 linear meters of granite baseboards with a half bullnose trim. All work must adhere to local codes, ANSI A108 standards, and TCNA guidelines. The contract period is 120 calendar days from the Notice to Proceed, with a requirement for a pre-construction meeting within three days of issuance and a written safety plan submitted within three days of the Notice to Proceed. Award will be granted to the lowest-priced, acceptable, and responsible offeror. Key requirements for bidders include proof of SAM registration, evidence of an established business in Timor-Leste, and a list of relevant past performance from the last five years. Final payment is contingent upon the submission of a final invoice accompanied by a Release of Claims Certificate and a one-year workmanship warranty letter.
