The City of Los Angeles Department of City Planning is overseeing a Tier 3 development project under the Transit Oriented Communities Affordable Housing Incentive Program located at 5025-5029 1/2 North Klump Avenue in the North Hollywood - Valley Village Community Plan Area. The project involves the construction of a 67-foot, six-story residential building totaling 34,200 square feet on a 0.26-acre site. The development will consist of 40 dwelling units, including 15 studios, 17 one-bedroom, and 8 two-bedroom units, with four units specifically reserved for Extremely Low Income residents. The structure will feature five residential levels above a ground floor of parking and one subterranean basement level, providing 36 vehicle parking spaces, 44 bicycle parking stalls, and 4,250 square feet of open space. The project has been granted a Notice of Exemption from the California Environmental Quality Act under CEQA Guidelines Section 15332 Class 32 for infill development. This justification is supported by a Noise Impact Analysis, an Air Quality Impact Analysis, and a Tree Disclosure Statement. Compliance is required with the City of Los Angeles Noise Ordinance, LAMC Sections 62.161 through 62.171 regarding tree removal, and various regulatory compliance measures for stormwater and pollutant discharge. The project scope also includes the excavation of approximately 590 cubic feet of soil for the subterranean parking level.
