Direct access electricity, California

The General Services Administration, Pacific Rim Region (GSA), is requesting proposals from ESPs to provide direct access electricity for accounts in the Pacific Gas and Electric (PG&E), San Diego Gas & Electric (SDG&E) and Southern California Edison service territories. The solicitation will be posted to FBO later this week. Separate line items are established for each UDC. Pricing is requested for one year, January 2009 - December 2009. Pricing is fixed price, with indexed adjustments to quantities that deviate from estimates. Quantity is estimated at roughly 100,000 MWH for the year (all 3 UDCs); per account estimates will be posted with the solicitation. An Offeror may submit an offer for one, two or all three UDC's accounts. Competition is unrestricted; any responsible source may submit a proposal that will be considered. The procurement method is a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. GSA intends to award a contract to the Offeror that offers the lowest price for each line item, if such Offeror meets the solicitation's minimum technical (qualifications) requirements. Proposals must be submitted no later than 10:00 AM Pacific time on Monday, November 24, 2008, by fax to Mark Levi at +1 (555) 000-0000 or email to contact@example.gov. Instructions are contained in the solicitation. Price proposals must be valid through 10:30 AM November 24, 2008 (i.e., for 1/2 hour). Answers to substantive questions will be posted to FBO under this solicitation number.
