Director of Psychological Wellbeing

The Waterloo Regional Police Service is seeking proposals for a Director of Psychological Wellbeing to provide specialized clinical services and member wellness support. The contract is for an initial two-year term from February 1, 2027, to January 31, 2029, with three optional one-year renewals. The role requires an average of five hours per week of primarily in-person service, including the delivery of approximately eight critical incident psychoeducational debriefs and three fitness for duty assessments annually, as well as providing oversight and biannual training for the Peer Support Program and developing a wellness curriculum. Qualified applicants must be registered psychologists in good standing with the College of Psychologists of Ontario and must obtain necessary police security clearances by October 31, 2026. Proposals are due by September 22, 2026, and must be submitted electronically via the WRPS bidding system. Evaluation is based on a weighted criteria including price (30%), proposed approach and methodology (25%), experience with similar organizations (25%), qualifications and experience (15%), and company profile (5%). Bidders must provide a monthly rate for all required activities, and any inclusion of pricing within the technical submission will result in disqualification. Performance is monitored via a formal evaluation process, where scores below 80 percent can lead to probation or suspension from future participation.
