Disability Evaluation System (DES)

The Defense Health Agency, part of the Department of Defense, is conducting market research through a Sources Sought notice for the Disability Evaluation System (DES) and Special Compensation Analysis and Adjudication Liaison (SCAADL) programs, identified by solicitation number HT001126RFI0244. This notice is not a Request for Proposal and does not obligate the government to issue a future solicitation, but seeks to identify qualified small businesses capable of providing program management and administrative support. The anticipated NAICS code is 541611, and the acquisition is set aside exclusively for small businesses under a Total Small Business Set-Aside. Respondents must submit a two-page administrative section and a three-page capability statement, both in Adobe PDF format, via email to Crystal Randolph by 1:00 PM EST on June 16, 2026, with the subject line HT001126RFI0244- DES Support. The administrative section requires company information including DUNS and CAGE codes, registered NAICS codes, business size status, SBA certifications, applicable GSA SINs, and available contracting vehicles like GSA PSS, OASIS, or NASA SEWP. The capability statement must address the scope of work, which includes strategic planning and policy development for DES and SCAADL, operational monitoring and evaluation, data analysis and reporting, quality assurance program development, records management, compliance monitoring with DoD policies such as DoD 5110.4-M, NRMP Directive M-12-18, and DoDM 1332.18 Volume 2, and administrative support including meeting coordination and suspense log maintenance. Respondents must also confirm their ability to perform at least 50 percent of the personnel costs using their own employees under FAR 19.809-2(a) and demonstrate prior experience as a prime contractor on similar work if representing as a small business. All submissions are considered Government property and will not be returned, and no feedback or evaluation will be provided in response to submissions. The place of performance is Falls Church, Virginia, and all costs associated with responding are borne solely by the respondent.
