Pinellas County SBE Consultants per the Consultant Competitive Negotiations Act (CCNA)

Pinellas County is establishing a prequalified pool of certified Small Business Enterprise (SBE) consultants under the Consultant Competitive Negotiations Act (CCNA) for professional engagements not exceeding a 150,000 dollar local market threshold. This ongoing solicitation seeks firms specializing in engineering, survey and mapping, architectural, landscape architecture, planning, coastal management, and construction management. Once qualified, firms are placed on a shortlist used by various county departments to issue individual work assignments. There is no guarantee of work, and the county reserves the right to negotiate costs for each specific assignment. To be eligible, firms must be located in Pinellas, Hillsborough, Pasco, or Manatee counties, employ no more than 50 full-time staff, and meet annual gross revenue limits of 3 million dollars for selective services or 8 million dollars for construction. Applicants must submit an introduction letter, a completed SF-330, a Pinellas County SBE certificate, Florida professional licenses, and a signed insurance statement via OpenGov. Evaluation is based on personnel ability, past performance, and SBE status, with the latter contributing 20 points to the qualification score. All engineering and survey deliverables must adhere to the latest Pinellas County CADD Standards Manual and Kit.
