The Bureau of Reclamation plans to negotiate a sole-source, out-of-scope modification to an existing contract with the Grand Coulee Consortium, managed by Andritz Hydro Corp., for work at the Grand Coulee Dam in Washington. This modification involves disassembling and reassembling generator G9 in the Left Powerplant. The sole-source justification is based on the fact that GCC recently completed a rehabilitation of this turbine, which carries a five-year warranty; involving other contractors for this task would void that warranty. The action will be conducted under FAR 6.302-1, which allows for sole-source contracting when only one responsible source can meet agency requirements. Although this is not a request for proposals, other responsible sources may submit capability statements or quotes within 15 days of the notice posting, which the agency will consider. The procurement is categorized under NAICS code 237990, with a size standard of $14 million in average annual receipts. The contracting office handling this matter is part of the Denver Federal Center under the Department of the Interior, while the work will occur at Grand Coulee Dam. The government emphasizes the exclusivity of this modification due to warranty protection and specialized knowledge held by GCC.

This announcement is not a request for proposals and there will be no solicitation made available. The Bureau of Reclamation (Reclamation), Contracts Group, intends to negotiate a sole-source out-of-scope modification under contract number 99CP101364E with the Grand Coulee Consortium (GCC), c/o Andritz Hydro Corp. 10735 David Taylor Drive, Suite 500, Charlotte, NC 28262. This modification will be issued under the authority of FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements". The Government intends to issue an out of scope modification under the referenced contract with GCC and require GCC to disassemble and reassemble generator G9 located in the Left Powerplant at Grand Coulee Dam, Grand Coulee Washington. The reason for the sole source is that GCC has recently completed rehabilitation of the G9 turbine, there is a 5 year warranty attached to that rehabilitation, and having other entities disassemble or reassemble the unit would negate said warranty. The NAICS code for this requirement is 237990 and the size standard is $14 million in gross annual receipts averaged over the previous three 1-year accounting periods. In accordance with FAR 5.207(c)(15)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. These statements must be received by the Bureau of Reclamation, Pacific Northwest Regional Office, Attn: PN3714, 1150 N. Curtis Rd., Suite 100, Boise Idaho 83706-1234 no later than 15 days from the date this notice is posted at www.fbo.gov.
