AI Contract Overview

This contract involves the Department of Commerce's National Institute of Standards and Technology (NIST) seeking Disaster and Failure Studies Support Services through a multiple-award IDIQ contract with a performance period of five years. The solicitation covers a primary disaster and failure studies category open to all business sizes, along with three specific categories—earthquake, evidence preservation, and fire disaster and failure studies—that are limited to small businesses. The NAICS codes associated are 541330 for most categories and 493190 for evidence preservation, with respective size standards of $25.5 million and $36.5 million. The procurement process includes a draft RFP release, question period, final RFP, and phased submission deadlines, with Phase 1 proposals due by November 15, 2024, and subsequent phases leading to contract award anticipated in January 2025. The recent amendment to the solicitation primarily addresses clarifications and revisions to the Schedule of Required Labor Categories, Mock Task Order Statements of Work, and key personnel requirements, ensuring improved clarity and readability. These updates do not alter the overall terms and conditions or the solicitation schedule. Contractors are advised to review the revised documents carefully, as some labor categories have fewer than four levels, which is intentional. The amendment also emphasizes the importance of reviewing the updated Sections L and M, which pertain to proposal instructions and evaluation criteria. Overall, the contract aims to support NIST’s disaster and failure analysis efforts through a flexible, multi-category approach, with detailed instructions and updates provided to facilitate the submission process.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
