Santa Cruz County's coastal location, mountainous terrain, extensive wildland-urban interface, and dispersed communities create a complex, multi-hazard environment. The County is vulnerable to wildfires, severe storms, flooding, debris flows, coastal hazards, earthquakes, and other emergencies that can cause widespread damage and require prolonged recovery efforts. Recent federal and state disaster declarations have demonstrated that a major incident can quickly generate response, documentation, financial tracking, and reimbursement demands that exceed the capacity of existing County staff while they continue performing essential day-to-day responsibilities. Additionally new FEMA guidance may require expedited timelines to ensure compliance and access to FEMA Public Assistance resources. Establishing an on-call contract for specialized disaster response and FEMA cost-recovery services will provide the County with timely surge capacity and technical expertise when needed, while supporting accurate documentation, compliance with state and federal requirements, and recovery of eligible disaster costs. Ideal Proposers will demonstrate recent, successful experience providing disaster cost-recovery services in hazard environments comparable to Santa Cruz County's
