Disaster Debris Removal Services

Nature of Project The Commissioners Court of Nueces County (hereinafter called the “County”) will accept sealed competitive proposals for Disaster Debris Removal Services in accordance with the Specifications and other Contract Documents prepared by the County. Nueces County, Texas (County) seeks to establish one or more contracts for disaster debris removal, reduction, disposal, and other emergency cleanup services following a disaster event. Due to the urgency and level of service required following a disaster event, the County seeks proposals from qualified Proposers. The Proposer should have sufficient experience in the specialized management of disaster response labor and subcontractors for the purpose of debris removal services and the preparation, response, recovery, and mitigation phases of any emergency situation or disaster. Consequently, qualified Proposers must have the capacity and ability to rapidly mobilize and respond to potential large-scale debris volumes typical of a hurricane or tropical storm in addition to localized small-scale volumes typical of a tornado. The initial term of the contract shall be for one (1) year, with an option to renew for four (4) additional one (1) year terms at the discretion of the County. In the event this contract expires before another contract is awarded, the Contractor shall extend the contract on a month-to-month basis by mutual agreement. If a disaster debris removal, reduction, disposal, or other related project is underway during the contract period, the contractor that began the project shall remain responsible for completing it. Payment for service(s) will be rendered to Contractor after completion and acceptance of the work specified in each work order for storm debris removal services associated with the disaster recovery process, and after receipt of a proper invoice submitted showing an amount based upon the unit pricing detailed in the agreement. Payment will be made only for work performed. Scope of Work The Scope of Work (SOW) for this project is detailed fully in the attachments below: • Attachment A - Scope of Work Contract Administrator: Nueces County Emergency Management Coordinator will serve as the contract administrator for this project. Delivery of Proposal All forms in Proposal Packet and all requirements in Proposal Submission Requirements are to be completed, signed, dated and returned by the Due Date/Time shown above. Physical Proposals Submissions (if unable to submit online): Completed proposals, one (1) original signed copy and one (1) electronic copy of proposal in .PDF format on a USB Flash drive shall be enclosed in a sealed envelope plainly marked showing the RFP Number and Project Name for which the proposals are intended, and the name and address of the Proposer.
