Due to Florida's geographic location and susceptibility to hurricanes, tropical storms, severe thunderstorms, tornadoes, and flooding events, fencing infrastructure is vulnerable to significant damage that can create safety hazards, security concerns, and operational disruptions. Following a disaster event, the City's ability to rapidly secure damaged facilities is critical to protecting public property, preventing unauthorized access, and restoring services to residents. Damaged fencing can expose athletic fields, playgrounds, maintenance yards, utility infrastructure, and other sensitive areas to increased risk. Traditional procurement methods can delay response efforts during emergency situations, making it essential for the City to establish a contractual relationship with qualified contractors that can mobilize quickly and perform repairs or replacements efficiently.
