Disaster Recovery Services

The City of Rogers, Arkansas, is soliciting proposals under solicitation number 2026-RFP-004 for comprehensive disaster recovery services. The selected vendor will provide pre-loss emergency recovery planning, including property and continuity assessments, and 24/7 emergency response services. The scope of work encompasses full emergency restoration and construction, environmental remediation for mold and biohazards, interior and exterior repairs, IT disaster recovery, and the provision of temporary facility solutions. Critical performance requirements include a one-hour phone response time and on-site arrival within three hours of notification. The contract will be awarded based on a best-value trade-off process, evaluating technical approach and cost proposals at 27.3% each, followed by the qualifications of the firm and staff at 18.2% each, with an optional interview accounting for the remaining 9.1%. Vendors must maintain significant insurance coverage, including 2 million dollars in commercial general liability, and may be required to provide performance and payment bonds for contracts exceeding 250,000 dollars. The City retains the right to withhold up to 10% of payments for performance assurance. All proposals must be submitted electronically via the City's e-Procurement portal by February 10, 2026.
