The contract is for the procurement of 141 units of a disk valve intended for use on a 1/2 inch globe angle valve, identified by NSN 4820-00-557-7918 under solicitation SPE7M4-26-T-302D issued by the Defense Logistics Agency’s Fluid Handling Division. The item is subject to export control under either ITAR or EAR, requiring strict compliance with DFARS 252.225-7048, which restricts access to technical data to DLA contractors with approved US/Canada Joint Certification Program certification, completed training on handling export-controlled data, and explicit authorization from DLA. Delivery is due 41 days after award to the DDSP New Cumberland facility in Pennsylvania, with a need-ship date of September 28, 2026 and an original delivery deadline of January 20, 2027. FOB terms are origin, and the item must be packaged and marked in full compliance with MIL-STD-2073-1E and MIL-STD-129, including standardized barcoding and hazardous material labeling aligned with OSHA’s Hazard Communication Standard and applicable federal regulations. Safety Data Sheets and hazard warning labels for any regulated materials must be submitted prior to award. The contract mandates electronic invoicing through WAWF, and all shipments transported by sea must utilize U.S.-flag vessels unless a formal waiver is obtained at least 45 days prior to shipment with detailed documentation and post-shipment reporting. Contractors must comply with multiple federal and defense regulations including safeguarding covered defense information under DFARS 252.204-7012, prohibiting hexavalent chromium and toxic materials, and adhering to cybersecurity requirements under NIST SP 800-171. Offerors must submit UEI and CAGE codes, accurately represent their socioeconomic status including HUBZone, SDVOSB, WOSB, or SDB status, and certify compliance with the nonmanufacturer rule if applicable. The solicitation does not define a contract type or provide unit pricing, implying award will likely be based on lowest price technically acceptable with preference given to qualified small businesses. All proposals must be submitted electronically via the DIBBS portal by August 17, 2026, with no paper submissions permitted. Failure to meet packaging, labeling, export control, or shipping requirements may result in rejection
