The contract solicitation SPE7M0-26-Q-0766 seeks one valve disk component identified by NSN 4820-01-656-0968 for delivery to the Puget Sound Naval Shipyard in Bremerton, WA, with a 30-day delivery timeline from award date. The procurement is governed by strict technical and quality standards derived from the DLA Master List of Technical and Quality Requirements, with packaging and marking mandates strictly aligned with MIL-STD-2073-1E and MIL-STD-129, including unit packaging in a box or crate using fiberboard intermediate containers, preservation via cleaning and drying, and mandatory data matrix barcoding for traceability. The contract prohibits the use of Class I ozone-depleting chemicals entirely and forbids the intentional incorporation or direct contact of mercury or mercury-containing compounds in the item, except as permitted for functional uses in batteries, fluorescent lighting, instruments, sensors, controls, weapon systems, or specified chemical reagents, with additional containment requirements for portable mercury devices. All hazardous materials must comply with OSHA’s Hazard Communication Standard, and contractors must submit Safety Data Sheets prior to award, with the government retaining unrestricted rights to use this data for safety and health purposes. Delivery is FOB origin, with inspection and acceptance occurring at the destination under FAR 52.246-2, and all invoicing must be conducted via Wide Area WorkFlow. The contract includes multiple mandated clauses related to small business representation, labor practices, cybersecurity, export controls, and security prohibitions, including flowdown obligations to subcontractors for hazardous material compliance and NIST SP 800-171 requirements for safeguarding Controlled Unclassified Information. The solicitation prioritizes best value over lowest price and incorporates DPAS priority ratings, indicating national defense urgency. Offerors must be registered in SAM with valid UEI and CAGE codes, and must represent size and socioeconomic status, with no pricing data populated in the solicitation, implying the award will be based on technical compliance and proposed delivery terms rather than bid price.
