AI Contract Overview
The contract is for the procurement of 21 water dispensers under NSN 4920-01-151-0741, issued as a total small business set-aside with solicitation number SPE4A5-26-T-332Y, open for response until August 13, 2026, with award expected to trigger delivery within 167 days after contract award. The place of performance is the DDSP New Cumberland Facility in Pennsylvania, with FOB origin terms placing responsibility for shipment and risk of loss on the contractor until delivery to the government destination. Full compliance is required with DLA’s technical and quality requirements referenced through the DLA Master List, MIL-STD-2073-1E for packaging and preservation, MIL-STD-129 for labeling and barcoding, and RP001 for DLA-specific packaging standards. Preservation method is cleaning and drying only, with no preservation materials used, and bare item marking must align with referenced drawings. Inspection and acceptance occur at destination using MIL-STD-1916 or ASQ H1331 sampling plans with zero non-conformances required unless otherwise stated, and defect classifications must meet strict AQLs of 0.1 for critical, 1.0 for major, and 4.0 for minor attributes. Export control is strictly enforced under ITAR or EAR, restricting access to technical data to only DLA-approved contractors with JCP certification, completed training, and authorized access. Safety and hazard communication standards under 29 CFR 1910.1200 apply to all hazardous materials, with labeling required prior to award. Cybersecurity obligations under NIST SP 800-171 and DFARS 252.204-7012 mandate protection of covered defense information, while ocean shipments require U.S.-flag vessels unless waived. Invoicing is exclusively through WAWF, and payment processing relies on DoDAACs not specified in the solicitation. All offerors must be small businesses verified in SAM.gov, possess a UEI and CAGE code, and comply with clauses on trafficking in persons, employment eligibility, sustainable products, whistleblower rights, and compensation of former DoD officials. No pricing details are provided in the current CLIN structure, and evaluation factors for award are not explicitly defined.
