The National Institute of Standards and Technology (NIST), an agency within the U.S. Department of Commerce, is soliciting quotations for the disposal of hazardous and non-hazardous chemical waste and emergency response support services at its Gaithersburg, Maryland campus and the Department of Commerce Boulder Labs in Colorado, with one annual pickup at the WWV/WWVB broadcast facility near Fort Collins. The contract, identified by solicitation number 1333ND26QNB150176, is a combined solicitation issued under NAICS code 562112 and will be awarded as a hybrid fixed-price and time-and-materials contract using the tradeoff method to select the offeror providing best value, with technical factors carrying significantly more weight than price. The base performance period runs from September 1, 2026, through August 31, 2027, with four optional one-year periods extending the contract potential to five years and six months, including a possible six-month extension. The primary work locations include over 60 buildings at Gaithersburg, 23 at Boulder, and two at Fort Collins, requiring comprehensive waste collection, characterization, packaging, labeling, and transportation in compliance with DOT, EPA, and OSHA regulations. Critical requirements include using DOT-approved enclosed box trucks with lift gates at Gaithersburg and secondary containment for all transport in Boulder, adhering to strict hazard class segregation, and following NIST and Compressed Gas Association safety protocols for compressed gas handling. Offerors must hold an EPA Part A and/or Part B TSDF permit in their own name, demonstrate liability insurance of at least $1 million covering wrongful death, personal injury, and property damage, and maintain offices within a 50-mile radius of both Gaithersburg and Boulder. The evaluation process includes mandatory pass/fail gates for permit and insurance compliance followed by assessment of corporate experience with complex laboratory chemicals, staff qualifications including certified Hazardous Waste Chemists, and a small business subcontracting plan. Technical proposals must be submitted in three volumes: business information with legal name, UEI, CAGE code, and socio-economic status; a technical quotation limited to 15 pages detailing experience, methodology, and compliance procedures; and a price quotation using the provided spreadsheet with fixed unit prices only in designated columns. Key deliverables include a Security Plan within 15 days of award, Health and Safety and Emergency Response Plans within 30 days, and annual and biennial
