Disrupting Transnational Criminal Organizations Through Advanced Forensic Capabilities in Morocco

The Bureau of International Narcotics and Law Enforcement Affairs (INL) under the Department of State is seeking a grant recipient for the project Disrupting Transnational Criminal Organizations Through Advanced Forensic Capabilities in Morocco. This 24-month initiative, with a total available funding of 2.1 million dollars, is scheduled to begin in late 2026. The primary objective is to strengthen Morocco's ability to combat drug trafficking and other transnational crimes by enhancing evidence-based investigations and prosecutions. The scope of work includes two main components: collaborating with the General Directorate of National Security (DGSN) to design and deliver advanced forensic training at the Higher Institute of Security Sciences in Ifrane and the DGSN Forensic and Scientific Police Laboratory in Casablanca, and the procurement and operationalization of a mobile forensic facility to support underserved regions such as Laayoune and Dakhla. Key deliverables include the development of crime scene investigation curricula, the delivery of five regional training courses for Moroccan and neighboring country participants, and the implementation of train-the-trainer programs. The selected recipient must procure a fully equipped mobile laboratory and provide specialized training and standard operating procedures to integrate the facility with the national forensic laboratory system. Applicants must demonstrate business registration in Morocco, maintain an active SAM.gov registration with a Unique Entity Identifier, and adhere to strict branding and Do No Harm policies. Evaluation is based on a merit review process focusing on institutional experience in the region, familiarity with Morocco's forensic landscape, staff expertise, and the realism of proposed activity and personnel costs.
