New Car Assessment Program (NCAP) Pedestrian Impact Testing

The National Highway Traffic Safety Administration (NHTSA) is seeking a multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for pedestrian protection impact testing on production motor vehicles as part of the New Car Assessment Program (NCAP). The selected contractors will perform test-procedure evaluations, impactor qualifications for headforms, Flexible Pedestrian Legform Impactors (Flex-PLI), and upper legforms, as well as actual testing on assigned vehicle models. These services, which may include optional cyclist and aPLI testing, must be conducted at the contractor's off-site facility in Washington, DC, in accordance with the NCAP Crashworthiness Pedestrian Protection Test Procedure. The contract will be structured as a firm-fixed-price agreement with five 12-month ordering periods, including options to extend services for up to six months and options for increased quantities. Award decisions will be based on a best-value tradeoff, where technical factors—including the technical plan, quality assurance management plan, facilities, personnel qualifications, and past performance—are collectively more important than price.
