Dissolved Inorganic Carbon Analyser

Dalhousie University has issued a Request for Proposals, solicitation number DAL-2026-22757591, for the procurement of a dissolved inorganic carbon (DIC) and Carbon-13 isotopic composition analyzer. This specialized equipment, also referred to as an Alkaline BBS, is intended for the measurement of seawater and occasionally freshwater samples. The required system must be a complete solution including the analyzer, instrument control software, data acquisition and display software, and a dedicated computer. Technical specifications require the hardware to be compatible with current Windows operating systems, operate on 100–240 VAC (50/60 Hz) with CSA certification or an international equivalent, and maintain performance stability within a laboratory temperature range of plus or minus 4 degrees Celsius. Additionally, the equipment must be robust enough to withstand the vibration, roll, and pitch conditions typical of operation on research vessels. Proponents must submit their proposals through the university's electronic bidding system no later than October 2, 2026, at 17:00. The evaluation process utilizes a weighted scoring system totaling 100 points, combining non-price rated criteria and financial evaluation, with a mandatory minimum threshold of 30 points for non-price criteria to proceed. Pricing must be provided in Canadian funds, though USD payments are permitted for bidders with physical addresses in the United States. Suppliers are responsible for ensuring all packaging adequately protects the goods and must comply with Canadian customs laws, WHMIS legislation, and Nova Scotia workers' compensation laws. Furthermore, the supplier must maintain liability insurance with a minimum limit of $2,000,000 per occurrence for bodily injury and property damage for work performed on university premises.
