The Distressed Cities Technical Assistance (DCTA) Program competitively awards funding to eligible applicants. If selected through this NOFO, you will deliver technical assistance (TA) to Units of General Local Government (UGLG) that serve communities of 50,000 or fewer people facing economic hardship. As an awardee, you will work in close consultation with HUD, and in coordination with other awardees, to help UGLG officials and staff better meet the needs of their communities. You should have the capacity to either:

  • Deliver TA across HUD's jurisdiction (Category N), or
  • Deliver TA to specific areas as defined by this NOFO (Category L).
