Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.

The Distributed Common Ground System (DCGS) Server Support contract, awarded to JBW FEDITC JV LLC, provides essential engineering and IT support for the DCGS system. This non-competitive, 8(a) Native Hawaiian Owned sole source award utilizes a staffing model consisting of 10 core and one optional full-time equivalent. The performance period includes a four-month base period followed by four 12-month option periods, with work being performed at Langley AFB in Virginia. Due to the nature of the requirements where specific tasks cannot be clearly identified but the necessary level of effort is known, the government determined that a non-fixed-price arrangement was most appropriate. To maintain fiscal responsibility, the government has implemented surveillance measures to ensure cost control and labor efficiency. This procurement was managed by the Department of Defense under solicitation FA489025C0017.

This contract was not awarded competitively and is not fixed-price. It is an 8(a) Native Hawaiian Owned sole source contract awarded to JBW FEDITC JV LLC. A firm fixed price level of effor (FFP-LOE) term contract was considered appropriate for this procurement because the work to be performed cannot be clearly identified. However, the required level of effort can be identified and there is reasonable assurance taht the intended performance cannot be obtained for less than the negotiated effort. Appropriate Government surveillance is in place to ensure that effective methods for cost control and labor efficiency are being used. This contract arrangement and type is considered in the best interest of the Government.
