DISTRICT WIDE PLUMBING PARTS & ACCESSORIES

Humble Independent School District is soliciting proposals for the supply of a comprehensive range of plumbing parts and accessories across all district-owned facilities, including elementary, middle, and high schools, administrative buildings, and maintenance centers, under solicitation number 2027-08. The contract requires vendors to maintain an adequate inventory to support both routine and emergency plumbing needs while ensuring timely delivery to avoid disruptions to facility operations or student learning. Proposals must be submitted electronically through the district’s online bidding system, Ion Wave, by the deadline of June 29, 2026, at 2:00 PM CT, with no exceptions granted for incomplete submissions. Bidders must be registered on the system, respond to all required line items with unit pricing, and exclude Texas state sales tax, as the district is exempt. All pricing must be quoted F.O.B. Humble ISD with shipping charges included, and no price adjustments will be accepted without prior written approval. The initial contract term runs from the award date through August 31, 2029, with the possibility of four one-year renewal options subject to mutual agreement. Vendors must comply with stringent insurance requirements, including workers’ compensation as mandated by Texas law, employers’ liability coverage of at least $1,000,000, and comprehensive or commercial general liability coverage, with umbrella liability extending over all these areas. Additional mandatory documentation includes a completed Form W9, Conflict of Interest Questionnaire (CIQ), Pre-Employment or Pre-Service Affidavit per Texas Education Code §22A.055, and the Asbestos Short Term Worker Notification if on-site work may disturb building materials. Contractors must certify they are not suspended or debarred in SAM, comply with federal regulations including 2 C.F.R. Part 200 if federal funds apply, and adhere to the Byrd Anti-Lobbying Amendment on contracts over $100,000. Vendors are required to disclose any felony ownership and must not assign personnel with felony convictions or histories of violent or grossly negligent behavior without prior written consent. The district’s Inspector General retains full access to vendor records for audit purposes, and payments will be made via virtual Visa. Award will be based on a best-value determination using a 100-point evaluation system prioritizing purchase percentage offered, alignment with district needs, product relevance, vendor references, reputation, quality, past relationship, and long-term cost impact.
