Ditch Witch — Public utility equipment

Contract 091125-CMW is a master agreement between Sourcewell, a Minnesota service cooperative, and The Charles Machine Works, Inc. for the provision of public utility equipment, including directional drills, trenchless excavation systems, cable placing tools, and related accessories. This cooperative purchasing solution is designed for use by governmental, educational, nonprofit, and tribal agencies across the United States and Canada. The agreement has an estimated annual transaction value of 170 million dollars, with a total potential value ranging from 680 million to 1.19 billion dollars over a four-year base term, which may be extended up to seven years. Participating entities receive discounts of up to 10 percent off MSRP on eligible equipment from brands such as Ditch Witch, Hammerhead, American Augers, and Subsite Electronics. The contract requires the supplier to deliver equipment in operational condition to the participating entity's location, where inspection and acceptance occur. Award selection was based on a trade-off process evaluating the ability to sell and deliver solutions, marketing plans, and financial viability, rather than a lowest-price technically acceptable model. The supplier must adhere to various regulatory standards, including the Buy American Act, the Energy Policy and Conservation Act, and federal guidelines for recovered materials. Administration is handled through direct invoicing from The Charles Machine Works to the participating members, with quarterly transaction reporting provided to Sourcewell.
