The Hall County Board of Commissioners issued a request for sealed bids for Divers’ Drysuits and Equipment to be used by Hall County Fire Services at Fire Station #7 in Gainesville, Georgia. Vendors were invited to submit proposals by 3:00 p.m. on October 11, 2016, with bids to be publicly opened at that time. Bidders were required to submit four copies of their proposals, including one marked as the original, and all bids had to be signed properly to be considered responsive. The contract award could be made on a lump sum or individual item basis, based on what was deemed in the best interest of the County. No extensions to the bidding period would be granted unless officially authorized. The solicitation emphasized that submitting a bid did not guarantee contract award, as decisions would consider not only price but also quality, references, and other discretionary criteria. The County reserved the right to reject any or all bids and to use ideas from any submission regardless of selection outcome. All bid documents and updates were available at no cost through the official Hall County website or by contacting the Purchasing Department directly. Technical questions regarding equipment specifications were directed to the Battalion Chief of Fire Services, while proposal submission inquiries were handled by the Senior Buyer. The document reinforced that written proposals supersede prior communications and stressed the County’s right to award or reject bids without liability.
