DLA Troop Support is seeking vendors for a multiple award contract program to provide worldwide Tailored Logistics Support (TLS) for Maintenance, Repair, and Operations (MRO) supplies, incidental material-related services, and logistics capabilities. This unrestricted solicitation anticipates up to seven awards, with two reserved for small businesses, under multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The base contract period is two years, with a potential 60-day ramp-up and up to four additional two-year option periods. The procurement supports direct deliveries worldwide to Department of War, military installations, federal agencies, and other authorized customers, covering a broad range of commercial MRO products including HVAC, plumbing, electrical supplies, construction materials, security items, communication devices, personal protective equipment, and facility maintenance equipment, among others. The total estimated acquisition value is over $5.2 billion, with a maximum obligation limit exceeding $10 billion. Offers will be evaluated on a Best Value Tradeoff basis with non-price factors weighted significantly higher than price, though price will carry more importance as non-price evaluations converge. Vendors must submit firm-fixed ceiling prices and pricing for a specified incidental service scenario, with the Government intending to award based on initial offers without discussions, unless necessary. The solicitation is subject to several regulatory restrictions including those relating to the Trade Agreements Act, domestic commodity preferences, and prohibitions on certain foreign procurements and telecommunications equipment. The solicitation will be available on DIBBS, with a proposal deadline of June 8, 2026, and all inquiries must be submitted by April 30, 2026. The contract administration and point of contact are based in Philadelphia, Pennsylvania, under the Department of Defense’s DLA Troop Support office.
