Amendment 0005 to solicitation SPE2DH-25-R-0001, issued on April 27, 2026, for the DLA Troop Support Hospital Supply Tailored Logistics Support Program (TLSP), updates key pricing and compliance requirements without extending the proposal submission deadline, which remains May 5, 2026, at 3:00 P.M. EST. The amendment revises the Price Evaluation List (PEL) by reducing the number of items from 75 to 72, removing lines 49, 71, and 74, and correcting package quantities for Line 1. Offerors are required to use the newly issued Attachment 1 – Price Evaluation Book (Amendment 0005).xlsx, specifically the “PEL AMENDMENT 0005” worksheet for all pricing submissions; using any prior versions or reference tabs will render proposals technically unacceptable. Proposals must include prices for all 72 items unless an acceptable alternate item is submitted in accordance with DFARS 252.225-7020, using the format from Amendment 0003’s Attachment 4. Technical acceptability is contingent upon complete and correctly formatted pricing data as defined by the updated spreadsheet. The amendment integrates two official attachments: the revised pricing workbook and Attachment 5 – PEL Revisions (Amendment 0005).pdf, which provides clarifications on TAA compliance, acceptable alternative item submissions, and the removal of listed items. No new evaluation factors, contract type, delivery schedule, FOB terms, or payment or invoicing instructions are outlined; these remain governed by the original solicitation. The place of performance and contracting office is in Philadelphia, PA, and proposals must be submitted electronically in the specified .xlsx and .pdf formats only. All other solicitation terms, including packaging requirements for medical supplies such as sterile polyethylene bags, tamper-evident labels, thermal containers for blood, and labeling with NIIN, PGC, and part numbers, remain in effect and are governed by military logistics practices absent formal MIL-STD references. Offerors must meet mandatory representations regarding Trade Agreements Act compliance and entity identification, though specific UEI, CAGE, or socioeconomic certifications are not completed within the amendment itself.
