The United States Air Force School of Aerospace Medicine (USAFSAM) requires proprietary DNA sequence analysis kits and reagents to support the operation of Illumina Next-Generation Sequencers, specifically the HiSeq 2500, MiSeq, and MiSeqDX models. This procurement supports Department of Defense Health Program funded research projects focused on epidemiology, diagnostics, and troop protection. The requirement includes a detailed list of TruSeq and Nextera kits, with a mandate that all delivered items maintain a minimum remaining shelf life of three months. The government established a five-year Firm-Fixed-Price Blanket Purchase Agreement with Illumina, Inc., with an estimated total value of 6,999,895.00 dollars. This award was conducted as a sole source procurement under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing, justified by the proprietary nature of the Illumina equipment and the lack of alternative sources capable of providing the necessary reagents. Delivery is designated as FOB Destination, with inspection and acceptance performed by the government upon receipt at Wright-Patterson Air Force Base.
